Prime Minister Harper Announces Education Plan For First Nations

STANDOFF - Prime Minister Stephen Harper was at Kainai High School on Friday to announce an agreement with the Assembly of First Nations to reform the First Nations education system.

The proposed changes will put in place minimum education standards, supports and opportunities for on-reserve K-12 students.

The Act would place the control of education into the hands of First Nations, with stable and predictable funding for language and cultural programming as well. It also repeals the provisions in the Indian Act related to residential schools.

Harper says he hopes children entering kindergarten will "finish school, go through the whole 12 years, hopefully in many cases they go beyond that, and that the education they have is transferable to systems of higher learning or to other systems that they move towards, and that those skills, the things they are learning will get them well paying jobs and good futures in the Canadian economy."

Currently, there are no minimum legislated education standards that apply to on-reserve students, including the requirement that teachers are provincially certified, that parents and schools ensure minimum attendance requirements for students, and that education programs offer recognizable certificates or diplomas.

The government is also committing over $1.9-billion to support the act that will provide funding for transition, implementation and school infrastructure.

The legislation will be tabled in Parliament in the coming months.
